Job Summary

We are seeking a highly organized SBE Program Coordinator for a contract opportunity in San Rafael, CA. This role supports a Business Opportunity Program focused on Small Business Enterprise and Disadvantaged Business Enterprise compliance, contract monitoring, payment tracking, and program reporting.

Key Responsibilities

- Enter, maintain, and review contract, subcontractor, participation, and payment information in the compliance management system.
- Track SBE participation and subcontractor commitments against established contract goals.
- Review contracts, amendments, change orders, payment records, and supporting documentation for accuracy and completeness.
- Research certified small businesses, NAICS codes, scopes of work, and subcontracting opportunities to support SBE goal setting.
- Monitor prime contractor and subcontractor payments, identifying missing, late, or inconsistent information.
- Assist with audits, compliance reviews, Commercially Useful Function reviews, bid evaluations, contract closeouts, and program reporting.

Required Qualifications and Skills

- Support SBE and DBE compliance activities, including contract tracking, participation monitoring, and payment review.
- Maintain accurate, organized, audit-ready electronic contract files and compliance documentation.
- Prepare reports, worksheets, correspondence, and documentation for internal teams and program stakeholders.
- Coordinate with Project Managers and internal departments to obtain required, corrected, or missing documentation.

- 3+ years of complex administrative experience requiring initiative and independent judgment.
- Strong attention to detail with the ability to work accurately with contract, financial, and compliance-related data.
- Proficiency with Microsoft Word and Excel.
- Strong research, organizational, analytical, and written and verbal communication skills.
- Ability to manage multiple priorities, meet deadlines, and maintain confidential information.
- Bachelor’s degree in Human Resources Management, Organizational Development, or a related field may substitute for one year of administrative experience.

Preferred Qualifications

- Experience with SBE or DBE programs, contract compliance, procurement, subcontractor monitoring, or payment reconciliation.
- Experience with DCMS, Bonfire, database systems, HRIS platforms, or similar compliance management systems.
- Familiarity with public-sector contracting, contract audits, change orders, subcontractor documentation, or certified business research.
- Knowledge of NAICS codes, scopes of work, subcontracting opportunities, and Commercially Useful Function review processes.
