Job Summary
We are seeking an experienced Procurement Specialist for a contract opportunity in Alameda, CA within the government and public sector. The Procurement Specialist will work closely with directors, project managers, vendors, Risk Management, General Counsel, and internal stakeholders to support the full procurement lifecycle. Key Responsibilities
- Manage RFPs, bids, vendor outreach, questions and responses, bid conferences, proposal evaluation coordination, contract negotiations, and contract execution.
- Partner with directors and project managers to develop scope and pricing drafts for solicitations and amendments.
- Support procurement policy compliance, Section 3 research, implementation, enforcement, and procurement training for new hires.
- Track procurement documents, contract status, expenses, changes, contract dates, and compensation limits within the procurement system.
- Coordinate contract negotiations with vendors, Risk Management, and General Counsel, including review of proposed contract changes and insurance requirements.
- Prepare procurement reporting, BOC memos, presentations, purchase orders, invoice processing, vendor meetings, demos, and monthly procurement review updates.

- Pay range: $59.00 to $72.00 per hour.

Required Qualifications and Skills
- Manage public sector procurement activities including RFPs, bids, solicitations, vendor outreach, and proposal evaluation coordination.
- Support contract negotiations, amendments, purchase orders, invoice processing, and procurement documentation.
- Coordinate procurement compliance, reporting, training, and contract management within a procurement system.
- Work cross-functionally with leadership, project managers, vendors, Risk Management, and legal teams.
- 3 to 5 years of procurement, contracts, administrative support, or related public sector experience.
- Experience with RFPs, bids, solicitations, procurement systems, vendor coordination, and contract tracking.
- Strong understanding of procurement policies, compliance requirements, and documentation standards.
- Ability to support contract negotiations, insurance reviews, amendments, and scope or pricing updates.
- Strong written and verbal communication skills, including the ability to prepare memos, reports, and presentations.
- Highly organized with strong attention to detail, follow-through, and the ability to manage multiple deadlines.
- Professional, collaborative approach with the ability to work effectively with internal stakeholders, vendors, legal teams, and management.
Preferred Qualifications
- Experience in government, public sector, housing, municipal, or agency-based procurement environments.
- Familiarity with Section 3 compliance, board or commission reporting, and procurement-related governance documentation.
- Experience coordinating vendor demos, bid conferences, procurement review meetings, and contract status meetings.
- Prior experience using procurement, contract management, or financial tracking systems.
