Job Summary

We are seeking an experienced Human Resources Manager for a direct hire opportunity in Hayward, CA. This management-level role is ideal for a well-rounded HR professional who can lead day-to-day human resources operations while supporting long-term workforce strategy, employee engagement, compliance, and organizational effectiveness.

The Human Resources Manager will serve as a trusted partner to leadership and employees, helping create a positive, compliant, and productive workplace. Key Responsibilities

- Serve as a key point of contact between management and employees by addressing questions, interpreting policies and contracts, and helping resolve workplace issues.
- Manage employee relations, including conflict resolution, disciplinary procedures, performance management, and workplace investigations.
- Oversee recruiting, interviewing, selection, onboarding, and new hire orientation to support staffing needs and employee success.
- Administer and evaluate compensation, benefits, HR policies, labor relations, safety programs, and employee development initiatives.
- Advise managers on HR compliance matters, including equal employment opportunity, harassment prevention, labor regulations, and organizational policies.
- Plan, direct, and coordinate HR department activities related to employment, compensation, training, personnel administration, and workforce planning.
- Backup payroll as needed

Required Qualifications and Skills

- Lead HR operations across employee relations, recruitment, onboarding, compensation, benefits, training, and compliance.
- Advise managers and employees on HR policies, workplace concerns, labor relations, and performance management.
- Support organizational workforce planning, employee development, and HR program administration.
- Represent the organization in personnel-related hearings, investigations, and compliance matters as needed.
- Management-level human resources experience with strong knowledge of HR principles, policies, and best practices.
- Knowledge of personnel recruitment, selection, training, compensation and benefits, labor relations, negotiation, and HR information systems.
- Strong understanding of employment laws, government regulations, compliance requirements, and workplace policy administration.
- Experience advising leadership on equal employment opportunity, harassment prevention, disciplinary actions, and employee relations matters.
- Ability to analyze and modify compensation and benefits programs to support competitiveness and legal compliance.
- Strong leadership, communication, judgment, decision-making, and complex problem-solving skills.
- Ability to plan, organize, direct, and coordinate HR, personnel, training, and labor relations activities.
- Knowledge of administration and management principles, including strategic planning, resource allocation, leadership techniques, and coordination of people and resources.
- Ability to design, deliver, or support employee training and development programs and measure training effectiveness.

Preferred Qualifications

- Experience managing HR programs in a business services or professional services environment.
- Experience handling complex staffing issues, workplace investigations, employee disputes, and disciplinary processes.
- Familiarity with personnel-related hearings, investigations, and formal employee relations proceedings.
- Experience improving HR policies, onboarding programs, performance management processes, or employee engagement initiatives.
