We are seeking a detail-oriented HR Admin Assistant for a temporary opportunity in Fallbrook, CA. This role supports a public sector human resources team with administrative tasks related to recruiting, onboarding, employee files, benefits, reports, and confidential HR documentation.

The HR Admin Assistant will work under the direction of HR leadership and collaborate with internal teams, vendors, and employees while helping ensure HR processes run smoothly and professionally.
The ideal candidate is highly organized, discreet with confidential information, comfortable using HR systems and Microsoft Office, and able to manage shifting priorities in a fast-paced office setting.
Key Responsibilities
- Maintain employee personnel files, confidential records, job description binders, and other HR documentation in an accurate and organized manner.
- Support recruiting activities by preparing interview materials, organizing candidate documents, filing interview notes, and drafting job offer letters.
- Assist with new hire orientation and onboarding, including preparing schedules, completing paperwork, filing documents, and submitting benefit enrollment forms.
- Draft and gather employee letters and documents related to leaves of absence, accommodations, separations, and other HR matters.
- Support HR reporting, open enrollment preparation, employee recognition programs, vendor coordination, and meeting or event setup.
- Perform general administrative duties including copying, faxing, shipping preparation, internet research, and special projects as assigned.
Compensation and Benefits
- Pay Rate: $28.00 to $32.00 per hour.
- Job Type: Temporary.
- Location: Fallbrook, CA.
- Work Environment: Office-based role within a public sector environment.
- Maintain HR files, personnel records, confidential documentation, and employee-related correspondence.
- Support recruiting, onboarding, orientation, benefits paperwork, and HR administrative workflows.
- Prepare HR-related reports, documents, presentations, interview materials, and meeting support items.
- Coordinate with employees, vendors, benefit providers, and internal stakeholders in a professional manner.
- High school diploma required.
- At least 1-3 years of administrative assistant experience required, with HR administration experience highly valued.
- Experience handling confidential, sensitive, private, or protected information required.
- Professional verbal and written communication skills required, including strong grammar and experience preparing reports or correspondence.
- Advanced proficiency in Microsoft Word and Excel required.
- Intermediate proficiency in PowerPoint and Outlook required.
- Ability to conduct internet research and use electronic business systems required.
- Strong alphanumeric typing skills required, with 40+ words per minute preferred.
- Ability to communicate clearly, tactfully, and diplomatically in English, both verbally and in writing.
- Ability to work independently, exercise sound judgment, take initiative, and follow established guidelines.
- Ability to prioritize, multitask, and adapt to shifting priorities in a fast-paced environment.
- Ability to sit and work at a computer for extended periods, communicate by phone, email, and in person, occasionally walk between buildings, and occasionally lift up to 20 pounds.
Preferred Qualifications
- Associate’s degree or equivalent coursework in Business Administration, Administrative Assistance, or Human Resources strongly preferred.
- Bachelor’s degree in Business Administration or Human Resources is a plus.
- Experience working in Human Resources administration preferred.
- Experience with HRIS, applicant tracking, onboarding, or performance management systems preferred.
- Experience with Neo-Gov is a plus.
- Experience in a water district, utility, public agency, or government environment is a plus.
- Knowledge of HR practices strongly preferred.
- Knowledge of collective bargaining, labor relations, and employment-related state and federal laws is a plus.
