Job Summary

A growing utility construction organization is seeking an experienced Utility Estimator for a direct hire opportunity in the Plano/The Colony, TX area. This role is ideal for a detail-driven estimating professional with a strong background in heavy civil, underground utilities, municipal infrastructure, data centers, and complex civil scopes.

The Utility Estimator will play a key role in preconstruction by preparing accurate, competitive bids and supporting strategic project planning. Key Responsibilities

- Prepare detailed cost estimates for civil, utility, infrastructure, and underground construction projects.
- Analyze plans, specifications, bid documents, and construction drawings to identify scope requirements.
- Perform quantity takeoffs and price labor, materials, equipment, subcontractors, and supplier packages.
- Solicit, compare, and evaluate subcontractor and vendor pricing for accuracy and competitiveness.
- Identify project risks, scope gaps, bid opportunities, and value engineering options.
- Collaborate with project managers, leadership, and preconstruction teams on bid strategy and execution.

Additional Skills

Required Qualifications and Skills:

- Prepare competitive estimates for utility, infrastructure, heavy civil, and related construction projects.
- Review plans, specifications, and bid packages to determine complete project scope.
- Complete quantity takeoffs and develop pricing for labor, materials, equipment, and subcontracted work.
- Support bid strategy, risk review, and value engineering recommendations.
- Strong knowledge of underground utilities, including wet utilities, electrical utilities, and telecom infrastructure.
- Ability to read, interpret, and analyze construction plans, drawings, and specifications.
- Experience using estimating software and digital takeoff tools.
- Strong analytical skills with excellent attention to detail.
- Ability to manage multiple bids, deadlines, and priorities simultaneously.
- Self-driven, organized, and able to communicate effectively with internal teams, subcontractors, and suppliers.

Preferred Qualifications:
- At least 5 years of estimating experience in heavy civil or utility construction.
- Experience estimating utility scopes for data center, municipal infrastructure, or large-scale civil projects.
- Background working with subcontractor buyout, vendor pricing reviews, and competitive bid environments.
- Familiarity with cost optimization, constructability review, and value engineering processes.
