Job Summary

A mission-driven public sector organization on the peninsula seeks an experienced Treasury Manager for a contract/temporary opportunity. This role is ideal for a strategic, hands-on treasury professional with deep experience in municipal finance, debt management, investment portfolios, and public-sector compliance.

The Treasury Manager will lead critical treasury functions that support long-term financial stability, capital planning, cash flow strategy, and compliance with GAAP and GASB standards. This position offers the opportunity to work closely with executive leadership, municipal advisors, external investment partners, and internal finance teams on high-impact financial initiatives.

Key Responsibilities

- Lead the planning, timing, issuance, administration, and compliance of debt instruments, including municipal bond offerings and related closing activities.
- Develop financing strategies to support cash flow needs, capital projects, and long-term financial planning across multiple agencies.
- Prepare and maintain long-term cash flow forecasts, debt schedules, investment reports, and treasury-related financial analyses.
- Oversee investment portfolio strategy, performance monitoring, compliance, and coordination with external investment advisors.
- Develop, update, and maintain treasury policies related to debt, investments, reserves, compliance, and risk management.
- Supervise, coach, and develop staff while promoting a collaborative, compliant, and high-performing finance environment.

- Location: Central Peninsula
- Pay range: $85.00 to $93.00 per hour.

Required Qualifications and Skills

- Lead municipal debt issuance, debt compliance, investment management, and long-term treasury planning.
- Manage bond offering activities, including coordination with municipal advisors, preparation of official statements, and closing support.
- Oversee cash flow forecasting, investment portfolio strategy, treasury policy development, and compliance reporting.
- Supervise finance or treasury staff, including coaching, training, performance management, and day-to-day leadership.

- Bachelor’s degree in Accounting, Finance, or a related field, or equivalent experience.
- 5+ years of progressive experience in finance, accounting, treasury, or a closely related area.
- 3+ years of experience in government capital financing, including debt management, investment securities, and municipal bond issuance.
- Experience supporting at least three municipal bond issuances is strongly aligned with the role.
- 3+ years of supervisory, project leadership, or team leadership experience.
- Strong knowledge of GAAP, GASB, public-sector finance practices, bond covenants, filings, and arbitrage calculations.
- Advanced analytical, financial modeling, forecasting, and problem-solving skills.
- Strong communication skills with the ability to work effectively with executive leadership, municipal advisors, external partners, and internal stakeholders.
- High attention to detail, sound judgment, and a strong commitment to compliance and financial stewardship.

Preferred Qualifications

- Prior treasury leadership experience within a government, municipal, transportation, public agency, or public-sector environment.
- Deep understanding of municipal debt markets, public investment strategies, reserve policies, and capital financing structures.
- Experience managing external investment advisors, municipal advisors, bond counsel, underwriters, or other financial services partners.
- Demonstrated ability to improve treasury processes, strengthen internal controls, and support long-term financial sustainability.
