Senior Project Administrator – Certified Payroll & Compliance

Location: Deerfield Beach, FL (On-Site)
Employment Type: Full-Time
Salary Range: $100,000 – $115,000 (DOE)

About the Opportunity

AppleOne is partnering with a highly established commercial General Contractor headquartered in Deerfield Beach, Florida, with over 40 years of continuous operations in the South Florida market.

This organization is known for its long-standing reputation, stable leadership, and delivery of publicly funded, affordable housing, and complex commercial construction projects. They have asked AppleOne to identify a strong, bilingual Senior Project Administrator who is highly experienced in certified payroll, labor compliance, and lien law administration.

Position Summary:
The Senior Project Administrator plays a critical, hands-on role supporting project management and accounting operations by overseeing:

Cost-Plus and GMP billing
Certified payroll and labor compliance
Section 3 and affordable housing documentation
Florida lien law administration
Risk management and audit readiness

This role does NOT include budgeting, cost forecasting, profitability analysis, or project financial projections.
The focus is strictly on billing accuracy, compliance, documentation, and regulatory adherence from project setup through close-out.

Key Responsibilities
Project Setup & Administration

Support Project Management with project setup, ensuring all documentation is complete and compliant

Prepare and file Notices of Commencement accurately and on time

Set up subcontractors and vendors, confirming all pre-qualification requirements

Process and distribute owner contracts, exhibits, subcontracts, purchase orders, MSAs, PCCOs, and related agreements

Cost-Plus & GMP Billing

Prepare, review, and submit Cost-Plus and GMP owner billings per contract requirements

Collect, review, and submit project invoices and pay applications for approval

Ensure approved costs are accurately imported into Sage 300

Coordinate billing documentation with Accounting to ensure accuracy and timeliness

Subcontractor, Vendor & Risk Management

Collect, track, index, and maintain all payment-related documents including:

Subcontracts, POs, change orders

Bonds, lien waivers, affidavits

Notices to Contractor / Owner

Notices of Non-Payment and close-out documents

Track Notices to Contractor, Notices to Owner, and lower-tier lien waivers in compliance with Florida lien laws

Maintain current insurance certificates and required endorsements

Coordinate insurance documentation with the company’s insurance broker

Work directly with subcontractors and vendors to resolve documentation, compliance, and payment issues

Take ownership of agreement and insurance issues, escalating as needed

Certified Payroll, Labor & Section 3 Compliance

Enforce Davis-Bacon, prevailing wage, certified payroll, and Section 3 requirements

Review and verify Certified Payroll reports for accuracy and compliance

Collect, track, and submit labor compliance and Section 3 documentation for owner and governmental reporting

Maintain organized, audit-ready compliance records

Project Close-Out & Audit Support

Coordinate with Project Management and Accounting to ensure timely project close-out
