Job Summary

A direct hire opportunity is available for an experienced Project Manager in Asheville, NC, to lead regional residential construction delivery for federally funded housing recovery programs. This role is ideal for a construction leader who understands how to keep multiple homes moving while maintaining strict compliance with approvals, documentation, inspections, budget limits, and program reporting requirements.

The Project Manager will oversee rehabilitation, reconstruction, and manufactured housing replacement projects across an active regional portfolio. This position combines hands-on residential construction leadership with high-level communication, stakeholder coordination, and program documentation accountability.

Key Responsibilities

- Lead construction delivery for an assigned portfolio of residential rehabilitation, reconstruction, and MHU replacement homes from notice to proceed through closeout.
- Manage schedules, budgets, trade sequencing, subcontractor performance, safety, quality, and construction standards across multiple active sites.
- Review scopes of work, cost estimates, change order justifications, subcontractor pay applications, and draw package documentation.
- Serve as the primary construction point of contact for program managers, grantee representatives, homeowners, local officials, and other stakeholders.
- Maintain accurate system of record updates, production reporting, schedule reporting, spend tracking, and compliance documentation.
- Lead and develop regional construction staff, including construction managers, assistant construction managers, superintendents, project coordinators, and permit coordination resources.

Required Qualifications and Skills

- Manage residential construction delivery across multiple concurrent federally funded housing recovery projects.
- Lead project schedules, budgets, subcontractors, inspections, change orders, reporting, and closeout activities.
- Coordinate with program managers and stakeholders to secure approvals, resolve issues, and maintain compliant project files.
- Oversee regional construction team performance, workload planning, field execution, and documentation standards.

- Five or more years of experience managing residential construction delivery with responsibility for multiple concurrent projects.
- Direct construction or project management experience on federally funded programs such as CDBG-DR, CDBG-MIT, HMGP, FEMA, or HUD-funded housing recovery.
- Strong knowledge of residential construction means and methods, plans and specifications, scope review, and estimate review.
- Proven ability to lead field supervisors, office staff, subcontractors, and cross-functional construction teams.
- Working knowledge of federally funded construction compliance requirements, including eligibility documentation, award caps, labor standards, procurement standards, and environmental review clearances.
- Strong written and verbal communication skills with the ability to represent the organization in program meetings, progress reviews, coordination calls, and monitoring visits.
- Demonstrated discipline with reporting deadlines, system of record accuracy, documentation quality, and audit-ready project files.
- Track record of maintaining schedule, budget, safety, and quality standards across a construction portfolio.
- Valid driver’s license, ability to travel throughout the assigned region, and comfort working on active residential construction sites.
- Ability to navigate Western North Carolina mountain site conditions, including multi-county travel, unpaved roads, private access easements, and well and septic coordination.

Preferred Qualifications

- Active state general contractor license.
- Experience with housing recovery programs related to Hurricane Helene, Milton, Ian, or Michael.
- Xactimate estimating experience.
- OSHA 30 certification.
- Bachelor’s degree in construction management, engineering, business, or a related field.
- Familiarity with grantee systems of record used for housing recovery programs.
- Local to the Asheville or Western North Carolina region, or already relocated to the area.
- High-clearance or four-wheel-drive vehicle recommended for regional site access.
