Job Title: Payroll Technician

Position Summary: Contract Opportunity -Assignment Length up to 5 months.

Local government municipality is seeking an experienced and detail-oriented **Payroll Supervisor** to oversee the accurate and timely processing of the City’s payroll operations. This position plays a critical role in ensuring compliance with federal, state, and local regulations while providing leadership and support to payroll staff. The ideal candidate will bring strong technical payroll expertise, a customer-service mindset, and a commitment to public service.

Essential Duties and Responsibilities

* Supervise and coordinate all payroll functions for City employees, including regular, supplemental, and special payrolls
* Ensure compliance with applicable labor laws, tax regulations, retirement systems, and collective bargaining agreements
* Review and approve payroll calculations, timesheets, deductions, and adjustments for accuracy and timeliness
* Serve as the subject-matter expert for payroll policies, procedures, and systems
* Prepare and reconcile payroll-related reports, including tax filings, audits, and year-end reporting (e.g., W-2s)
* Respond to payroll inquiries from employees, departments, auditors, and external agencies
* Develop, document, and improve payroll procedures and internal controls
* Train, mentor, and evaluate payroll staff
* Coordinate payroll system upgrades, testing, and implementation of new regulations or benefits programs
* Participate in audits and provide requested payroll documentation

Qualifications

**Education and Experience**

* Bachelor’s degree in Accounting, Finance, Business Administration, Human Resources, or a related field
* Minimum of 5 years of increasingly responsible payroll experience, including supervisory experience
* Public sector payroll experience and familiarity with union contracts strongly preferred

**Knowledge, Skills, and Abilities**

* Thorough knowledge of payroll principles, practices, and regulatory requirements
* Experience with payroll systems and timekeeping software (public-sector systems preferred)
* Strong attention to detail, analytical skills, and problem-solving ability
* Ability to interpret and apply policies, contracts, and regulations
* Excellent communication and customer service skills
* Ability to handle confidential information with discretion and professionalism

Licenses and Certifications (Preferred)

* Certified Payroll Professional (CPP) or equivalent certification
* Valid driver’s license, if required by the position
