Our public sector client is seeking a highly experienced Personnel Specialist, who can step in immediately with minimal training. This role requires a strong background in public sector HR operations, full-cycle recruitment, and hands-on GeoGov SaaS expertise.

This is not an entry-level role—we are looking for a proven professional, who understands government processes, thrives in a fast-paced environment, and can independently manage both recruitment and personnel administration functions from day one.

Key Responsibilities:
Lead full-cycle recruitment for a variety of public sector roles (technical, administrative, and field positions)
Serve as a subject matter expert in GeoGov SaaS platform (ATS, onboarding, requisitions, compliance tracking)
Partner with department leaders to develop job classifications, job descriptions, and recruitment strategies
Ensure compliance with local, state, and federal employment laws, including public sector hiring regulations
Administer civil service processes, eligibility lists, and candidate ranking procedures (if applicable)
Manage onboarding, new hire processing, and employee file compliance
Maintain and audit personnel records, I-9s, benefits documentation, and HRIS data integrity
Coordinate background checks, drug screenings, and reference checks in accordance with agency policy
Support employee relations activities, including documentation, disciplinary tracking, and policy interpretation
Assist with classification & compensation studies, salary benchmarking, and pay equity analysis
Generate and analyze HR reports, recruitment metrics, and workforce data
Support labor relations processes (union environments, MOUs, grievances) as needed
Contribute to process improvements and system optimization within GeoGov

Required Qualifications:
3–5+ years of public sector HR / Personnel Specialist experience
Direct, hands-on experience with GeoGov SaaS is REQUIRED
Proven ability to manage full-cycle recruitment independently
Strong knowledge of government hiring practices, compliance, and documentation standards
Experience maintaining confidential personnel records with high accuracy
Ability to work with minimal supervision in a high-demand environment

Preferred Qualifications:
Experience working with municipalities, utilities, or special districts
Familiarity with civil service rules, union environments, or public agency policies
HR certifications (PHR, SHRM-CP, IPMA-HR, etc.)
Experience implementing or improving GeoGov workflows and reporting
