Schedule: Monday–Friday, 9:00 AM–5:00 PM (weekends as needed)
Compensation: $95,000–$140,000 annually
Position Summary
Seeking a visionary and results-oriented Executive Director (ED) to lead the organization in advancing affordable housing initiatives and community development. Reporting directly to the Board of Commissioners, the ED serves as the primary representative of the organization and oversees administration, operations, compliance, staffing, and external engagement. The ED also serves as Secretary to the Board, Contracting Officer, and liaison, ensuring alignment with broader public housing objectives.
Ideal Candidate
Knowledge, Skills & Abilities
• Expertise in public housing administration and HUD regulations.
• Familiarity with federal, state, and local housing laws including Fair Housing, Section 8, and RAD.
• Strong financial planning, grant writing, and budget management skills.
• Understanding of real estate financing tools such as LIHTC, bond revenue programs, and community funding mechanisms.
• Proven ability to supervise diverse teams and manage complex systems.
• Exceptional written and verbal communication skills.
• Strong leadership presence with integrity, inclusion, and excellence.
• Ability to build trust and navigate challenging stakeholder issues.
• Strategic mindset with operational discipline.
Minimum Desired Qualifications
• Option A: Master’s degree in Finance, Accounting, Business/Public Administration, or related field, plus 5+ years of administrative or supervisory experience in public housing or related programs.
• Option B: Bachelor’s degree in a related field plus 6+ years of relevant leadership or administrative experience.
• Option C: 15+ years of progressively responsible housing or community development experience, including leadership in finance, operations, and compliance.

Leadership & Strategic Oversight
• Implement housing laws and board policies.
• Provide strategic vision and operational leadership.
• Recommend policies to improve efficiency and services.
• Build partnerships
Operations & Compliance
• Oversee housing operations, maintenance, inspections, and capital projects.
• Ensure compliance with HUD, state, and local regulations.
• Supervise department heads and manage contracts and agreements.
• Establish systems for risk management, safety, and performance monitoring.
Finance & Resource Development
• Manage operating and capital budgets.
• Oversee financial reporting, audits, and HUD submissions.
• Pursue grants, partnerships, and funding opportunities.
• Provide financial forecasts and reports to the Board.
Staff Development & Culture Building
• Lead organizational development and workforce planning.
• Conduct staff evaluations and enforce HR policies.
• Promote equity, inclusion, and professional growth across the organization.
Community Engagement & Advocacy
• Build relationships with tenants, nonprofits, leaders, and officials.
• Support tenant associations and incorporate resident feedback.
• Advocate for affordable housing and community development.
Governance & Board Support
• Prepare and present board reports and materials.
• Maintain records, minutes, and documentation.
• Support board development and monitor progress on approved goals.
• Serve as liaison between board.
