Job Title: Development Services Technician
Pay Rate: Up to $37.40 per hour
Location: Perris, CA
Schedule: Temporary assignment through September 2026
Department: Development Services

Position Overview
This role supports development services by performing research, record review, permit coordination, and GIS-based property inquiries. The position is ideal for someone with experience in development, permitting, utilities, or public agency processes, and who is comfortable working in a fast-paced, customer-focused environment.

Key Responsibilities
• Research and review real property, land base, service connections, and related development records.
• Maintain, update, and organize records and documentation.
• Use enterprise Geographic Information Systems (GIS) to research property information, interpret parcel data, and incorporate land base and facilities information into development applications.
• Assist with processing development- and permit-related requests, starting with less complex inquiries such as single meter or sewer connection requests.
• Coordinate community development and permitting activities with internal departments and external land-use agencies.
• Respond to public inquiries by reviewing property information, referencing GIS maps, and communicating requirements clearly and professionally.
• Perform administrative functions including data entry, document preparation, task tracking, and customer service support.

Experience & Education Requirements
• General understanding and practical use of GIS systems and tools.
• Ability to interpret parcel maps, easements, drawings, and legal property descriptions.
• Experience with permitting, development services, utility coordination, or public agency processes.
• Proficiency in Microsoft Outlook, Word, and Excel.
• Strong customer service communication and professional phone/email etiquette.
• Familiarity with business mathematics and general permitting terminology.
• Experience with computer systems related to permitting, task coordination, or land-use documentation.
• Bilingual Spanish is a plus.

Preferred Background
• Experience in water, utility, county, or other land-use agencies.
• Permit processing experience, even if GIS exposure is limited.
• Public agency experience is highly valued.
