A leading heavy highway civil general contractor is seeking a highly accountable Chief Estimator to lead the estimating team and drive the procurement of new private and public contracts.
This organization self-performs private, commercial, industrial, and governmental projects including site preparation, underground utilities, earthwork, and large paving projects. The Chief Estimator will play a critical leadership role in bid strategy, cost development, subcontractor negotiations, and overall estimating operations.
Key Responsibilities
Review and evaluate project opportunities and prepare target selection analysis
Lead estimate strategy planning and bid review meetings
Perform and oversee detailed quantity take-offs with supporting documentation
Manage HCSS estimating entry throughout the project bid lifecycle
Prepare comprehensive cost analysis including material, labor, equipment, subcontractor, and overhead costs
Develop and maintain detailed take-off spreadsheets and estimating documentation
Review construction documents to ensure complete scope coverage and bid efficiency
Attend pre-bid meetings and job site visits
Maintain detailed documentation of all pre-bid communications and site visit findings
Clearly explain estimate assumptions, labor allocations, man-hours, and execution strategies
Maintain and update estimating databases and cost history tools
Evaluate alternative execution approaches to ensure cost-effective solutions
Coordinate estimating activities with internal teams, project managers, and clients
Lead subcontractor solicitation, scope verification, negotiations, and contract execution
Maintain professionalism, integrity, and strong communication across all stakeholders
Perform additional duties as assigned
Qualifications
Bachelor’s degree in Construction Management, Civil Engineering, or related field (or equivalent experience)
Minimum 10 years of experience as a Lead or Senior Estimator in heavy civil construction
Experience estimating projects ranging from $1M to $25M+
Strong background in site preparation, mass excavation, structural excavation, underground utilities, storm water systems, roadway, bridge, and structural paving projects
Proficiency in HCSS, Bluebeam, and Microsoft Office 365
Strong analytical, organizational, and leadership skills
Ability to manage shifting priorities and tight deadlines
