We are seeking an experienced Certified Payroll Specialist with a strong background in construction and prevailing wage projects. This role is responsible for processing accurate certified payroll reports in compliance with the California Department of Industrial Relations (DIR), Davis-Bacon, and other state/federal prevailing wage laws. The ideal candidate has a working knowledge of construction labor classifications, union and non-union payroll structures, and project compliance documentation.
The Certified Payroll Specialist will prepare and submit certified payroll reports for public works projects in compliance with DIR and Davis-Bacon Act requirements, process weekly construction payroll, ensuring accurate fringe benefits, deductions, and job cost coding as well as maintain up-to-date labor compliance records including wage determinations, apprenticeship documentation, and employee classifications.
In this role you will electronically upload certified payroll reports to DIR’s eCPR system and other agency portals LCPtracker, or Elations.
The Certified Payroll Specialist will verify subcontractor compliance with prevailing wage requirements and collect required documentation, work closely with project managers, HR, and accounting to ensure labor compliance across all job sites as well as respond to audits and wage compliance requests from state or federal agencies and track union fringe benefits and interface with trust funds and labor representatives as needed.
Qualifications
3+ years of experience in certified payroll within the construction industry.
Knowledge of California DIR compliance, prevailing wage laws, and public works labor requirements.
Experience with payroll software such as QuickBooks, Foundation, Viewpoint, Sage 300.
Familiarity with compliance platforms LCPtracker, eCPR, Elations.
Strong attention to detail, time management, and organizational skills.
Working knowledge of union and non-union payroll procedures.
Proficient in Microsoft Excel and document management systems.
High school diploma or GED required; Associate’s or Bachelor’s degree in Accounting, Business, or related field preferred.
Certified Payroll Professional (CPP) or related payroll certification.
Experience with certified payroll for multiple states or multi-union environments.
Bilingual (English/Spanish) is a plus.
