Job Summary
A construction organization in Vista, CA has a Payroll and Subcontract Compliance opportunity. This role is ideal for a payroll professional with strong construction industry experience, certified payroll knowledge, and a detail-focused approach to payroll compliance, job costing, and subcontractor documentation.
The role support weekly payroll processing, prevailing wage reporting, employee payroll inquiries, and subcontract compliance for residential, commercial, office, and Public Works construction projects. Key Responsibilities
- Process and reconcile weekly payroll, including timecard review, job cost data entry, payroll adjustments, deductions, garnishments, and employee record updates.
- Manage certified payroll reporting and required documentation for Public Works and prevailing wage projects.
- Coordinate with HR and internal teams to ensure employee data, pay rates, fringe benefits, holiday schedules, and special payroll needs are accurate and current.
- Pay and record weekly Federal and State payroll taxes, and accurately report and remit Workers' Compensation, 401(k), and related contributions.
- Support subcontract compliance by issuing agreements, tracking contract requirements, collecting Certificates of Insurance, and maintaining renewal documentation.
- Provide responsive internal customer service to employees, managers, accounting team members, and field operations regarding payroll and compliance matters.
Compensation and Benefits
- Salary range: $71,000 to $78,000 per year DOE
- Job type: Temp-to-hire.
- Location: Vista, CA.
- Schedule: Flexible start time between 7:00 AM and 8:00 AM.

Required Qualifications and Skills
- Manage weekly payroll processing, reconciliation, deductions, adjustments, and job cost data entry.
- Manage certified payroll documentation and compliance for Public Works and prevailing wage construction projects.
- Maintain subcontract compliance, including agreements, insurance documentation, and project-specific requirements.
- Coordinate payroll updates with HR, accounting, and field management teams.
- Payroll administration experience.
- Construction experience required.
- Experience with certified payroll, prevailing wage requirements, and Public Works project documentation.
- Strong knowledge of payroll processing, payroll taxes, employee deductions, wage garnishments, and benefit contribution reporting.
- Ability to review timecards, daily reports, cost codes, project assignments, and pay rates for accuracy and compliance.
- Strong attention to detail, organization, confidentiality, and follow-through.
- Excellent communication skills with the ability to support employees, field managers, HR, accounting, and leadership.
- Ability to manage changing daily priorities in a deadline-driven payroll environment.
Preferred Qualifications
- Sage 100 experience, a plus
- Experience with subcontract agreements, Certificates of Insurance, OCIP enrollment, and construction contract compliance.
- Familiarity with fringe benefit setup, Workers' Compensation reporting, 401(k) contribution processing, and related payroll compliance functions.
