Job Summary

A growing organization in the industrial facilities and infrastructure construction industry is seeking an experienced Assistant Payroll Manager for a direct hire opportunity in Wilmington, DE. This onsite role is ideal for a payroll professional who brings strong multi-state payroll knowledge, payroll tax expertise, and the ability to support and develop a payroll team.

The Assistant Payroll Manager will work closely with payroll leadership to ensure accurate, timely, and compliant payroll processing across multiple states. Key Responsibilities

- Assist with managing day-to-day payroll operations, team workflow, and payroll processing deadlines.
- Ensure accurate and timely multi-state payroll processing in compliance with federal, state, and local regulations.
- Oversee payroll changes, including new hires, terminations, pay rate updates, employee status changes, and related documentation.
- Support payroll tax compliance, payroll tax submissions, union reporting, unemployment claims, wage garnishments, and tax withholding administration.
- Maintain payroll records, reports, and employee payroll documentation while supporting internal and external audit activities.
- Help train, mentor, and develop payroll staff to strengthen team performance and payroll accuracy.

- Salary range: $90,000 to $100,000 annually.

Required Qualifications and Skills

- Support multi-state payroll processing, payroll compliance, and payroll tax activities.
- Manage payroll workflow, deadlines, employee payroll updates, and reporting requirements.
- Partner with payroll leadership to improve accuracy, efficiency, documentation, and team performance.
- Assist with audits, union reporting, unemployment claims, garnishments, and payroll-related compliance matters.

- 5+ years of progressive payroll experience, including supervisory or leadership responsibilities.
- Strong understanding of multi-state payroll processing and payroll tax regulations.
- Experience managing payroll workflows and supporting payroll team members.
- Proficiency with payroll systems, HRIS platforms, and Microsoft Excel.
- Strong communication, organizational, analytical, and problem-solving skills.
- Ability to maintain confidentiality, meet deadlines, and ensure a high level of payroll accuracy.
- Bachelor’s degree in Accounting, Finance, Human Resources, or a related field preferred.

Preferred Qualifications

- CPP, Certified Payroll Professional, certification is a plus.
- Payroll experience within construction, industrial services, infrastructure, or a union workforce environment is helpful.
- Experience supporting payroll audits, union reporting, and complex multi-state compliance requirements is preferred.
